Employers would discriminate female workers and usually pay them lower pay scales because of the gender. The act was passed mainly to remove the gender bias from employment ethics. Men and women work equally and carry same amount of qualifications and therefore it is not fair to discriminate when it comes to wages or salaries.
Throughout history women have always received lower pay scales than men when they hold identical jobs. Also, it was an age old perception in the United States that men deserve more pay than women even if their work carried similar responsibilities. This comes from the ideals that men are the head of the households and have more responsibilities than women like running their families and paying for expenses.
However, in today’s world men and women share equal amount of responsibilities in sharing the household work and also pays. For example, when a couple typically buys a house, both contribute equally to the purchase. When there is no gender bias when it comes to commitments even the pay scales should be equal. That is what the Equal Pay Act is specifying and it summarizes that women and men cannot be discriminated when it comes to pay scales.
