felony and violent delinquency (robbery, homicide, rape, etc), bullying and school violence, domestic violence, misbehavior (drinking, smoking or running away from home and loitering over roads and public places at night) or truancy. The culprits are caught and handed over to the state’s juvenile detention centers. The detention center must serve the purpose of rehabilitating the juveniles rather than punishing them for their offense.
According to the juvenile detention center policy, no juvenile must be present in the court at the time of hearing. A child shall be detained in a juvenile detention center only if there is sufficient evidence and a sensible cause or reason for detention. Detention should be aimed at providing a therapeutic and corrective environment rather than stigmatizing, abusing or harassing the juveniles. The detention centre must act as a secure abode for the juvenile where he can be provided appropriate correctional education in a positive environment. The detention centre must allow the juveniles to socialize and learn new skills during their period of incarceration, which will help ease the pain of confinement and make their entire stay appear as a rich learning experience.
The staff of the juvenile homes must be trained to support the inmates emotionally. They must be cordial and exude positive energies to facilitate a constructive change in the juvenile delinquent and encourages him to act and behave in a socially responsible manner.
