The organization was first founded in Irving in Texas in the year 1980 by a lady named Candice Lightner. She lost her 13-year old daughter in a road accident when a 46-year old drunk driver ran over her. After this incident, Candice made a decision that she will fight against drunk drivers and support all those who were affected by them. There are several mothers like Candice across the United States who has lost their children or spouse or a loved one in drunken driving incidents.
The driver, who killed Candice's daughter, was released and he again ran over another child and left the body at the place of the accident. It was a hit and run case. In 1983, a television movie was also made on Candice Lightner. Her organization and cause grew rapidly and became instantly popular in the United States. Her case even attracted the attention of the State congressmen. She received a lot of support from Frank R. Lautenberg, New Jersey’s Senator. As a response, the senator reviewed the age of drinking as 21 as a minimum age in New Jersey.
The group became really successful when in 1984 the Federal Law was imposed the National Minimum Drinking Age Act. The federal penalty rates were also increased for States that did not increase the age the penalties were higher. However, today, almost all the 50 states of the United States comply with this rule.
