Hit and run cases are very common in the United States. People do it because they do not want to face the financial obligations after hitting someone, and also they do not want to face the legal proceedings. This is a classic psychological example where people do not want to take responsibility for their actions.
The federal law requires that people involved in an accident should stay put until the police arrives and makes notes to get clarity on the accident. Even if there was no considerable damage and the person leaves without consulting the cops, it can be treated as hit and run by the law. Hit and run cases are considered as a crime, and if the person gets caught after that, they will be penalized severely through fines and sometimes by jail.

In case if you have been in accident, then you should first make sure the injured gets medical attention and then wait until the cops arrive. Until the police arrives, the vehicles involved in the accident should not be moved from the spot. If these rules are not followed, then it is considered as a hit and run case.
