If lay people are found using a speed trap, it is illegal actually and if caught, the fines could be higher than actually breaking the speed limit.
Speed traps are set up by cops as a part of speed limit enforcement and so that appropriate action can be taken. Most people traveling at high speeds will not take note of a speed trap present on a certain highway. The cameras in the speed traps automatically recognize the number plate and also use stop watches to measure a vehicles speed. Speed traps are a legal way of trapping vehicles at a high speed.
However, if there is a system that identifies a fault, then there will be another system to beat it. Some drivers use a specific radar system to confuse these speed traps. It is illegal to use these radar systems. The passive radar detectors and Lidar detectors will detect all kinds of police signals and when a driver notices the presence of cops close by, they automatically slow down. This helps them to stay out of trouble and also break the rules at their own time. It is actually a manipulation of the system.
